The Superuser
In Computer Science, and more commonly in networking, the person (or computer account) that has unrestricted access to a computer is called a superuser or administrator. The superuser is normally the one who assigns people's access rights to computer resources such as files, folders and printers.
Now occasionally, the administrator either locks himself out of a particular resource (e.g. he denies EVERYONE access including himself) or comes across an account on his network which belonged to another superuser and he doesnt have access to it. That's a real problem.
However, instead of formatting a hard drive to regain control, superusers normally have a functionality that allows them to take ownership of the resource. Then as owner the superuser can reassign the rights correctly.
